Location: Remote, with occasional on-site work at NCIA The Hague (NLD)
Duties & Roles:
- NIRIS Baseline Software Development & Maintenance: Develop, update, and maintain Networked Interoperable Real-Time Information Services (NIRIS) software modules in accordance with agreed requirements, project planning, and technical direction. Implement functional enhancements, including CESMO integration and historic track data capabilities. Enhance the existing RTS subscription mechanism and corresponding user interface to support historic track sources and filtering based on source name, time interval, geolocation, and track numbers.
- Java Technology Uplift: Develop and update Java software components supporting the evolution and sustainment of the NIRIS baseline. Refactor and uplift modules to ensure compatibility with supported Java Long-Term Support (LTS) runtime requirements and address deprecated or obsolete constructs.
- Lifecycle Engineering & Verification: Support the full software development lifecycle, including analysis, design, integration, implementation, and defect resolution. Ensure changes are committed and integrated smoothly into relevant development, baseline, or release branches. Deliver technical inputs for release preparation.
- Unit and Automated Testing: Develop and conduct unit testing and automated software verification to enhance software quality, maintainability, and repeatable regression test coverage. Analyze and correct test failures.
- Logging and Troubleshooting Enhancements: Update and enhance logging configurations, visibility, and filtering mechanisms. Implement improved logging per port, endpoint, or interface. Optimize stack trace handling through collapsing or grouping, handle log compression, and manage logging framework migrations to accelerate operational incident isolation.
- Interface and Interoperability Support: Maintain and improve NIRIS interface software components to ensure interoperability with external systems, data providers, and data consumers. Provide configuration, correction, and testing support for formats and standards including Link 16/JREAP, OTH-Gold, DIS, VMF, and AIS. Address OANT/SMAQ integration configurations and analyzer limit issues. Provide active test support for interoperability events such as CWIX, TDLITS, and INTEND.
- Documentation and Team Collaboration: Create, update, and maintain technical documentation, user manuals, governance records, design information, and test documentation. Participate in project meetings, daily stand-ups, technical reviews, and planning sessions.
Skill, Knowledge & Experience:
- Core Experience: Minimum of 5 years of professional software development experience, with a specific focus on full-stack systems.
- Java & Web Development: At least 3 years of professional experience in Java-based software development, including modern frameworks and backend service environments. At least 2 years of experience working with web technologies, including TypeScript and/or Angular-based front-end development.
- Integration & Systems Engineering: At least 2 years of experience in software integration, including RESTful services, messaging systems, or data exchange interfaces. Minimum of 2 years of experience working with near real-time or data-intensive systems, including data processing, filtering, and dissemination workflows. Experience working with distributed systems and multi-component architectures.
- DevOps & Containerization: Minimum of 3 years of experience with DevOps and CI/CD practices, including tools like GitLab, automated pipelines, and artifact repositories. At least 1 year of professional experience working with containerization technologies (e.g., Docker), including building, packaging, and deploying Linux-based containers.
- Testing & Standards: Demonstrable experience in software testing practices (unit, integration, and automated testing) and defining test scenarios or validation approaches. Knowledge or experience in interoperability and data exchange standards within defense domains (Tactical Data Links are highly desirable). Familiarity with secure software development practices and regulated environments.
- Communication & Nationality: Proven ability to communicate effectively in English, both orally and in writing, in a professional manner. Must hold the nationality of a NATO member nation.
- Clearance: A valid NATO Secret security clearance is mandatory prior to the start of the engagement.
