Digital Workforce Development Officer (for Data and Artificial Intelligence)

Location: Oeiras, PT (Full time on-site, with possibility of temporary duty deployments / TDY)

Duties & Roles:

Competency & Framework Mapping: Map initially identified training and education requirements to existing solutions to identify performance deficiencies. Expand the mapping of NATO NCS Data and AI posts to the Skills Framework for the Information Age (SFIA), building upon the 2025 front-end analysis.
Training Requirements Review: Review initial training requirements from the Digital Strategic Training Plan (STP) for accuracy, currency, and lessons learned within the discipline.
TRA Process Execution: Apply the Training Requirements Analysis (TRA) process under Bi-SC 075-002 and Bi-SC 075-003 (pre-TRA meetings, requirements and opportunities collection, and TRA Working Groups), focusing specifically on the Data and AI Functional Area. Produce the final project TRA Report.
Governance & Stakeholder Reporting: Participate in the 2026 NITEC/IPB. Author monthly Situation Reports and quarterly Programme of Work reports directed to HQ SACT.

Skill, Knowledge & Experience:

Education: Master’s Degree in Education & Training / Learning Sciences, Data Science / Information Systems (or related discipline) with 3 years of post-related experience, OR a Bachelor’s Degree in the same disciplines with 5 years of post-related experience.
Training Methodologies & TRA: At least 5 years of experience with NATO’s Global Programming Approach and the Systems Approach to Training (SAT) or comparable methodologies. Demonstrable competence in executing TRAs and formulating Performance Objectives (POs).
SFIA & Technology Trends: Proven experience using the Skills Framework for the Information Age (SFIA) to assess, map, or develop workforce competencies. Familiarity with Digital Transformation, Data, and AI concepts to translate technological trends into human capital implications.
Systems & Tools: Proficiency in office automation tools (Microsoft 365, SharePoint, workflows) and practical experience with Learning Management Systems (LMS).
Organizational Acumen & Desirable Skills: Solid understanding of NATO structures (primarily NCS and NFS), Education and Training Facilities (ETFs), and capability development processes. Practical knowledge of military CIS, Quality Assurance (QA) in education/training environments, and experience working within international civilian-military settings.
Language & Communication: Fluent in English, capable of analyzing strategic documentation and authoring executive-level deliverables.
Clearance: A valid NATO Secret security clearance is mandatory.
