Location: 70% On-site in Brussels, Belgium; 30% Off-site (with potential travel to other NATO sites, such as The Hague, at a 20% rate)
Duties & Roles:
- Governance Process Refinement & Alignment: Support the refinement of the NCIA CIS Security Governance Process, aligning it with applicable NATO/NCIA policies, notices, and directives. Update all supporting governance documentation to maintain compliance and continuous posture visibility under the Get Well – Stay Well (GWSW) project.
- Gap Analysis & Accountability Modeling: Conduct a comprehensive gap analysis of CIS security roles, responsibilities, and stakeholder accountabilities. Monitor and update the organizational RACI matrix and develop/refine detailed Terms of Reference (ToR).
- Communication Strategy & Planning: Refine internal and external communication strategies and plans, identifying objectives, target stakeholders, communication channels, and implementation roadmaps to support organizational change and governance adoption.
- Reporting & Quality Assurance: Participate in project kick-off and requirements analyses, provide milestone progress reporting by email, track risks and decisions, and ensure all delivered artifacts undergo peer reviews and meet agreed acceptance criteria.
Skill, Knowledge & Experience:
- Professional Seniority: Minimum of 10 years of experience for a Senior Manager profile in CIS security governance processes and complex communication strategies.
- Governance & Gap Analysis: 10+ years of sound experience conducting gap analyses in the context of stakeholder roles, responsibilities, RACI matrices, and Terms of Reference.
- CIS Standards & Environments: Experience and knowledge of CIS-related international, commercial, or industrial standards across military and/or civilian CIS systems.
- Service Design & Organization: Proven background in Service Design and Management, with direct knowledge and experience in NATO and/or NCIA environments.
- Clearance: A valid NATO Secret personal security clearance is mandatory.
